Abstract

Uruguay, during the governments of the left-wing coalition, has undergone an important impulse in its policies of democratization of Higher Education. In particular, many efforts have been made to decentralize the provision of education and to equalize opportunities between its capital and the rest of the country. These efforts can be grouped into two types of policies: those that have multiplied the educational offer, with the installation of regional headquarters, and those that have encouraged trajectories in Higher Education through non-contributory monetary and non-monetary transfers. The main objective of this article is to estimate the effect of decentralization policies in Uruguay. To this end, longitudinal data on young people evaluated by the Program for International Student Assessment (PISA) will be used. Through the estimation of probit models for two age cohorts that correspond to the application of the mentioned policies, the determinants of graduation will be analyzed, controlling for the effect of transfers and third variables. Through this analysis it is possible to observe the importance of the territory as a determinant of educational opportunities and achievement as well as to gather evidence suggesting the positive effect of the policies developed.
