Abstract

The way that state institutions are being built in Bosnia denies its citizens legal rights that are taken for granted elsewhere in Europe. The international community has long maintained that the pathway to happiness for Bosnia - European Union membership, political stability and economic recovery - is through "police reform". But many independent observers argue that police reform is a pseudo-problem and a distraction from more troubling issues of curtailments of democracy and human rights by the international community. It may be necessary to re-make the international community in order to re-make Bosnia.
