Abstract

Best Value is a key element of the Government’s agenda to improve the quality, responsiveness and cost-effectiveness of public services. Its principles were intentionally broad-brush and left considerable scope for local interpretation. The authorities selected by ministers to pilot Best Value spanned a wide range of different kinds of authorities, with different histories of organisational change, different managerial and political cultures and serving very different kinds of areas. They had also proposed a wide range of different approaches to Best Value across almost the whole range of local government services. The pilot programme coincided with a time of significant and rapid change in both local and central government.
