Abstract

The place-based approach championed by the Barca Report is almost ten years old and its most famous expression, Smart Specialisation Strategy (S3), is being implemented in and beyond the European Union (EU). This chapter reflects upon experience and speculates on the future prospects of S3 as the flagship of place-based innovation policy. It highlights the experience of Wales, which hosts the largest ‘less developed region’ in the UK, but which also happens to be the first country to incorporate the foundational economy perspective into its place-based policy repertoire. The chapter offers an interpretation of S3 which suggests it harbours a schizophrenic conception of innovation: that is to say, it contains an explicit model of innovation based on Science and Technology as well as an implicit model based on Social Innovation. Innovation policy is undergoing a period of unprecedented change as new models of innovation such as the foundational economy perspective are challenging conventional models of innovation framed around S&T.
